ECOWAS Parliament Opens Regional Procurement Window for SMEs, Professionals

The ECOWAS Parliament has opened its vendor registration process to small and medium-sized enterprises (SMEs), contractors, service providers and individual professionals across West Africa, offering eligible applicants an opportunity to position themselves for future procurement and consultancy engagements with the regional institution.

The invitation, contained in a Request for Expression of Interest (REOI) dated October 30, 2026, is aimed at establishing an updated database of potential vendors to meet the Parliament’s future procurement requirements.

The registration covers four major categories: goods, works, non-consultancy services and consultancy services, with opportunities spanning several professional and business sectors.

Under the goods category, interested businesses can register for the supply of office equipment, furniture, ICT products, vehicles, medical supplies, security equipment, publicity materials, audiovisual equipment, solar and renewable energy products, among others.

The works category covers civil, electrical, plumbing, carpentry and masonry services, including repairs and maintenance of air conditioners, photocopiers and generators.

For non-consultancy services, the Parliament is seeking potential providers in areas such as catering, vehicle hire, travel and ticketing, medical services, printing, advertising, conference management, facility maintenance, internet services and audiovisual equipment rental.

The consultancy category also provides an avenue for professionals and firms offering services in communications and public relations, research, legal affairs, finance, economics, human resources, ICT, parliamentary affairs, language services, monitoring and evaluation, gender affairs, agriculture and other specialised fields.

Applicants are required to select one main registration category and indicate their relevant areas of specialisation using the prescribed ECOWAS Parliament Vendor Registration Form.

The required supporting documents include a company profile or individual consultant’s curriculum vitae, evidence of legal registration or professional status, where applicable, Memorandum and Articles of Association for relevant business applicants, and valid tax clearance documentation for 2023, 2024 and 2025 for business applicants.

Applicants must also provide evidence of at least three relevant assignments, supported by copies of contracts, completion certificates or verifiable client references.

Individual consultants are expected to submit copies of relevant qualifications and details of assignments completed within the last five years.

The Parliament clarified that registration does not constitute a contract, automatic prequalification for every procurement exercise or guarantee of an invitation or contract award, noting that vendors would be assessed against the requirements of specific procurement processes in accordance with applicable ECOWAS procurement regulations.

Interested applicants are required to submit their completed forms and supporting documents electronically to the designated email addresses for their respective categories, with a copy to procurement@parl.ecowas.int.

The submission deadline is 5:00 p.m. (Nigeria time) on November 20, 2026. Physical applications will not be accepted.

Enquiries regarding the registration exercise can be directed to the Parliament’s procurement office through procurement@parl.ecowas.int during official working hours, Monday to Friday, between 9:00 a.m. and 5:00 p.m.

The initiative provides businesses, emerging enterprises and independent professionals across the West African region an opportunity to enter the ECOWAS Parliament’s vendor database and position themselves for potential institutional procurement and professional engagements.
