As the 10th National Assembly marks its third anniversary, Deputy President of the Senate, Senator Barau I. Jibrin, has emerged as the most prolific sponsor of private member bills in the Senate, having introduced 42 bills within three years.
Official records from the Senate indicate that Senator Barau, who represents Kano North Senatorial District, sponsored the bills between June 13, 2023, and June 13, 2026, underscoring his active role in shaping legislative reforms across multiple sectors of the economy.
The 10th National Assembly was inaugurated on June 13, 2023, following a proclamation by President Bola Ahmed Tinubu. As lawmakers commemorate three years in office, a review of legislative activities shows Senator Barau leading in private bill sponsorship among members of the Red Chamber.
According to the third anniversary edition of The Parliamentarian magazine, published by the media office of the Deputy Senate President, five of the bills sponsored by Senator Barau have already been passed by the National Assembly.
The enacted bills include the North West Development Commission Establishment Bill, the National Identity Management Commission (Repeal and Re-enactment) Bill, the Agricultural Research Council Act (Amendment) Bill, the Federal Medical Centre, Gwarzo Establishment Bill, and the Federal University of Science and Technology, Kabo Establishment Bill.
The publication revealed that Senator Barau sponsored 13 bills in 2023, nine in 2024, 17 in 2025, and three in the first half of 2026.
His legislative proposals span key areas including education, healthcare, economic development, renewable energy, constitutional reforms, governance, telecommunications, digital innovation, agriculture, and industrial growth.
Among the notable bills are the Renewable Energy Bill, Government Performance and Accountability Bill, E-Health Bill, Cryptocurrency Prohibition and Regulation Bill, Virtual Asset and Service Providers Bill, Nigeria First Manufacturing Sector Development and Competitiveness Bill, Occupational Safety and Health Bill, and several constitutional amendment bills.
Commenting on the achievement, the Special Adviser to the Deputy President of the Senate on Media and Publicity, Ismail Mudashir, described the feat as a reflection of Senator Barau’s commitment to legislative excellence and national development.
“Sponsoring forty-two bills in three years is, without doubt, a colossal legislative feat. Senator Barau, fondly called ‘Maliya’, has always been known as someone who raises the bar to enviable heights in all his endeavours,” Mudashir said.
He noted that the Deputy Senate President achieved the milestone while carrying out his constitutional responsibilities of assisting the Senate President in providing leadership for the upper legislative chamber.
Mudashir further highlighted Senator Barau’s contributions at the regional level, noting that he has also played a significant leadership role in the ECOWAS Parliament as First Deputy Speaker.
Observers say the volume and scope of Senator Barau’s legislative interventions reflect a strategic focus on institutional reforms, economic diversification, technological advancement, educational expansion, and social development.
As the 10th Senate enters its fourth legislative year, the Deputy Senate President’s record of bill sponsorship is expected to remain a benchmark in assessing lawmakers’ contributions to lawmaking and governance.
